We did a survey of the reopening stores of two commercial districts in Shiogama city, during the fifth months after the Great East Japan Earthquake, which occurred on 11 March 2011. In this paper, we were in accordance with the approach of the paper by Fujitsuka et al.(1996).
As with Fujitsuka et al.(1996), the extent of the damage was more lighter, had a higher rate of store reopened. The rates of reopening in the districts were 86.8% in Motomachi-dori and 39.5% in Kaigan-dori. The recovery of electricity, gas and water supply influenced the reopening. However, only the start of the temporary re-operating at that time. To return to normal operating, it was necessary to secure fuel for automobile traffic. The reason why the stores were reopened, restoration of the railway was not necessarily important.
