内容記述 | In this paper, I reviewed personnel administration systems of Japanese municipalities particularly by analyzing "the human resource development policy papers" after the Omnibus Decentralization Act (2000). The tendency that personnel administration systems are related to public policies has been identified. This appeared to be a new movement among local governments.
