          <dc:description>In this paper, I reviewed personnel administration systems of Japanese municipalities particularly by analyzing "the human resource development policy papers" after the Omnibus Decentralization  Act (2000). The tendency that personnel administration systems are related to public policies has been identified. This appeared to be a new movement among local governments. In fact, to more smoothly implement public policies, Okayama city has enacted its personnel administration regulation. We should pay attention to this movement toward the new era of the political decentralization.</dc:description>
