Firstly, it aims to develop a tool designed to measure teachers' efforts in implementing universal design fot instruction in Japan (Jugyo UD), the Jugyo UD Scale. Secondly, it seeks to investigate the impact of Jugyo UD on children. In the first part of the study, we collected specific initiatives related to Jugyo UD from existing literature and created a self-evaluation scale, using a 4-point rating system, to assess each initiative. This scale was then administered to 175 regular classroom teachers. The results indicated that the scale is both reliable and follows a normal distribution, suggesting it can serve as a unified measurement tool. However, confirmatory factor analysis didn't reveal an adequate model fit, highlighting the need for further investigation into its structural model. For the second part of the study, we distributed a questionnaire to 586 children in 18 classes and provided the Jugyo UD scale to the homeroom teachers of those classes. The results showed that the more effort homeroom teachers put into Jugyo UD, the fewer children felt negatively about their classes, and conversely, the more children felt positively about their classes.
