First, I explored the concept of “drifting,” which serves as a prerequisite for repatriation measures, discussing it as a sign for swift responses to promptly address emergencies and to understand the navigation conditions of Tang ships.Next, attention was directed to shipwrecks as one type of drifting incident, and a case study was conducted. Responding to shipwrecks involved the possibility of Tang people landing, prompting the establishment of a surveillance system to prevent illegal activities. To promptly secure the substantial funds required for such responses, merchants provided support, and a system was implemented for the entire district to share the financial burden.
