UNESCO as specialized agency of United Nations is also well known through\npromotion of World Heritage System. Little attention to general theory of World Heritage system that include the history, the management and the problems, although individual case becomes hot topic for\ndiscussion. This paper discusses the gap of idea and actual status on World Heritage Convention, in particular, I considered the unbalance of heritage nominations and the bias of contents that bring the contradiction of nominations.
