Approximately 20,000 Ashikita-machi citizens reside in this land of 233 square kilometers amid nature's bounty. \nUnder the Ashikita-machi total ten-year plan that has been set from the 2005 fiscal year, the municipality aims to create a town where each resident radiates abundant energy and is proud to be and contented with living in their birthplace. \nNumerous communities in Japan are experiencing the rapid aging phenomena. Under these circumstances, the residents in a community must feel secure in terms of their perceived wealth and possessing a concrete purpose in life. In order to realize such a community, the roles played by municipal governments are becoming increasingly significant. Especially in aging communities, public transportation is one of the most important public policy issues. Route buses have been playing an important role in the public transportation system in numerous regions of Japan. However, route buses cannot be sustained owing to a lack of profitability as a result of the decreasing number of users in the changing social environment where the population is shrinking and almost all adults have \"their own cars\". Moreover, in the case of Ashikita-machi, the efficiency of the route bus system, which aims at securing transportation for citizens, is rather questionable owing to the considerable burden on municipal finance.
