At this point, it is fairly obvious which is governed by appropriate legislation being prepared to be taken. Since 1995, Korea could became the world's leading IT powers began to install broadband Internet networks, and this brought the emergence of new converged services. Since then until now, despite a lot of effort it has took too much time to prepare legal system for the services, particularly in relation to broadcast-communications services. Even today, digital technology and services are developed at a rapid pace, so legal revision of the broadcast-communications keep the pace is difficult.
