内容記述 The Central Council for Education of Japan submitted the following two reports; "The model for Japanese education in the perspective of the 21st Century (The first report, 1996; The second report, 1997)" and "To cultivate children's sound minds that develop a new era: A crisis of losing confidence in bringing up next generation (1998)." The reports emphasized a concept of "zest for living" as the most fundamental important policy for education in Japan during the 21st century. The concept contains the eleven components of abilities (1) to identify problems for oneself, (2) to learn for oneself, (3) to think for oneself, (4) to make independent judgments and actions, (5) to solve problems well, (6) to self-measure, (7) to cooperate with others, (8) to have feeling for other people, (9) to have sensitivities and mentalities, (10) to have rich humanity and (11) to have enough health and physical strength to live vigorously. Comparing the components of "zest for living" with the components of competence proposed by Katsumata (1993), it was clarified that the former were classified into the five basic competences: cognitive, physical, social, survival, and general self-esteem competence. However, it was suggested that some important components of competence were not included in the components of "zest for living." Those were abilities to self-express by words (Cognitive), to self-disclose and to interact with others (Social), to make efforts, to persevere and to manage time (Survival), and to have sense of competenece or self-efficacy (General self-esteem), etc. If the concept of "zest for living" means comprehensive abilities, those abilities should be written clearly in the definition of "zest for living", because undeveloped and/or poor abilities of those components are often recognized in children with a variety of problems including School refusal.
