Since 70's intensive policy studies have been implemented in U.S., and the notice on "policy learning" has been increased. Several types of learning have been presented, which were "political learning", "social learning", "policy oriented learning", "lesson-drawing" and "government learning". But, as some criticized the concept of policy learning were ambiguity, the notice on this notion has been decreased since 90's.
