The coastal areas suffered from significant damages caused by tsunami. We want to reduce the size of damages caused by any kinds of natural disasters as much as possible when it happens. In this regard, we propose the set of ideas to reinforce disaster management systems among community members. There are three stpes in our proposal; creating a disaster management community membership card as the first step, allocating local government staff members to communities for the disaster management as the second step, and implementing activities in which community members creat their own evacuation map as the third step. By completing these step, the community capacity for disaster management would be improved. To achieve these steps, however, a local govermemt and community members should realize what they can and should do for their own responsibilities.
