In this paper, we were in accordance with the approach of the paper by Fujitsuka et al.(1996).\nAs with Fujitsuka et al.(1996), the extent of the damage was more lighter, had a higher rate of store reopened. The rates of reopening in the districts were 86.8% in Motomachi-dori and 39.5% in Kaigan-dori. The recovery of electricity, gas and water supply influenced the reopening. However, only the start of the temporary re-operating at that time. To return to normal operating, it was necessary to secure fuel for automobile traffic.
