| 内容記述 | This paper presents mechanisms that use consensus and common consent to solve regional problems related to environmental pollution. The approaches apply not only sympathy and moral commitment, but also link social choice theory with cost and benefit analysis of Amartya Sen, in order to analyse the motivations and criteria for ethical choices of all parties to ensure participation in collective decision-making and actions. The criteria of choice is necessary for participation in a collective act, such as the actions required to overcome environmental problems. Because political and business decision-makers share in the costs of action along with all other stakeholders, human and non-human, there can be problems in rational choice theory that cannot simply be treated as a lack of rationality. In addition it is difficult to simply analyse the relationship between motivations and the action taken, both in contributing to the problem and in remediating it, by cost-benefit analysis. Therefore, for analysis of the relationships between the actions before and after an environmental problem and the motivations of stakeholders that organize public movements with the aim of consensus building, this paper examines the relationship between private goods in a market economy and the degree and types of actions people may choose to make, by utilizing a value formula that has implicit expectations to reduce the damage caused to all inhabitants by collective actions to lessen the selfish interests of all agents in a society, through utility-based ethical formulas. The degree of appropriate moral actions can be estimated through a model using a budget constraint line that has a variant of the ethical motivation of the people. | |||||||||||
