Even though this theoretical framework discusses potential outcomes, the actual effects of collaborative planning processes are notably overlooked in the literature. Often, contemporary public problems have a wicked structure with extensively intertwined issues. Of course, solving such complex issues can’t be resolved by only conventional and unilinear solution. Recently, the planning theorists are developing a system of theory and practices to address complex public problems in relationship to theories of various disciplines in social science and natural science. In this paper, I would like to discuss about the evolution of planning theories in the United States, which has influenced theoretical studies and practices of consensus building, and conflict resolution in public policy decision making.
