Moreover, the development benefit can't be expected to have any more growth than the way it did before in the depopulating society, so conflicts of diverse interests for development benefits may be increasingly competitive. So how we can reconcile conflicting interests that can emerge in the process of planning or policy making? Although recently in Japan, a variety of practices for consensus building among interested groups is gradually recognized, there are a few researches focusing on a practical approach for consensus building through collaborative way.
