 note = {application/pdf, 論文(Article), 人口減少社会への突入に代表されるような社会構造の転換期において、我々は東日本大震災という未曾有の大惨事を経験したことにより、これまでの価値観が明らかに変化しており、改めて「人と人のつながり」を再構築することが求められている。本提言では、住民活動の最小単位である各地域での活性化運動を基に、その動きを市域に展開するための政策を提言する。具体には、高齢者を地域という舞台に導くために、地域住民が参加する文化活動やスポーツ等を競うステージを設け、校区－区－市と段階的な大会を開催する。また、その会場として、地域に点在する空き家を活用することで、地域の協力を得た新たな空き家対策の仕組みを創出する。, In a turning point of social structure as typified by depopulation, with the experience of the Great East Japan Earthquake as an unprecedented disaster, traditional people's values have clearly changed. Again, there is a need for reconstructing a connection between people especially after the disaster. In this paper, we propose "Commolympic", a citizen-oriented Olympic games based on efforts for revitalization in each neighborhoods as the smallest unit of the residents' activities. In detail, in order to lead elderly people to the stage of Commolympic,it will set up the stage for them to participate the community-based competition in cultural and sports activities, and hold the tournament or competition from the level of school area, district to the whole city in a stepwise manner. In addition, Commolympic will use vacant houses dotted in the community as a venue, and it  can expect to create a new mechanism of measure to use these vacant houses working with local communities.},
