 note = {application/pdf, 論文(Article), 中山間地域の農村集落では、地域経済が衰退するとともに、集落の崩壊などの問題が発生しています。一方、都市部では、地方に里帰りする親がいない家族も多く見られ、いざという時の疎開先がなく、子ども達が農村を訪れる機会も減少しています。これらの状況を踏まえ、①地方に住む高齢者に生きがいと収入を、②都市に住む家族に緊急時のよりどころと田舎体験を提供する「心のふるさとづくり支援事業」の創設を提案します。本政策では、農村・都市それぞれの得意分野を活かし、行政を含めた3者それぞれの立場での発展を図ります。, Villages in the rural mountainous areas in Japan, while regional economy declines, face challenges of loosing functions as the unity. On the other hand, in urban areas, many families have no place that can be called home in rural areas and will have no safe place for the refuge in the case of emergency such as when a natural disaster happens. Also, the opportunity in which children visit rural villages and get exposed to the people's life is decreasing. 
Considering these situations, we propose to create the foundation project that provides older villagers with opportunities to gain incomes and that also provides the families who live in urban areas with experience of lives in rural areas and the place for living in the case of emergency. This proposed policy program, while considering assets of the country and city areas, will be able to provide families from urban areas, farmers, and local municipalities with benfits.},
