Japanese schools accept them if their parents want them to go to school, but the ways of accepting and teaching them are left to the local authorities, schools, and the teachers who are put in charge of them. In the areas where many foreign children live, schools and teachers have developed their educational methods accordingly. But in the areas where there are few foreign children, most schools\nand teachers are not accustomed to teaching them, and both teachers and children face various kinds of challenges. The aim of this research is to study the functions of Japanese as a second language program at an elementary school in an area where there are few foreign children. This research consists of 5 parts as follows: 1) observation of JSL classes, 2) interviews of JSL teachers, 3) observation of the school life of foreign children in their regular classrooms, 4) interviews of their classroom teachers, and 5) questionnaires to all teachers of the school.
