The first paper, which was given by Hiroki SAMPEI, emphasized the progress and continuation of the "public economy" in 19th century American cities, where the space for the economy was regulated and controlled by municipal governments. The second paper, which was given by Ryota UCHIDA, shed light on unofficial market control around the middle of the 18th century in Normandy, France; the control was practiced by local authorities that pretended to utilize laissez-faire policies ordered by the royal authority. The third paper, which was given by Takahiko HASEGAWA, discussed the formative process of the "mixed economy of welfare" based on voluntarism promoted by the middle class in 18th century England, where the development of the market economy produced and accelerated labor migration and life-cycle poverty.
