After the Great Hanshin Earthquake in 1995, several organizations in the affected area started to provide mental health care for their staffs. However, local government officers have yet provided such support. In addition, local government officers' stress during and at the end of disaster has not been studied. This study focuses on local government with disaster response experiences with the aim to understand the psychological state of the staff during disaster, and to identify the obstructive factors of disaster response through questionnaire survey and interview survey. The survey was conducted at Hongu local government office in Wakayama prefecture in August 2014. The result of analysis suggested that local government officers also have strong stress which is similar with fire fighters during and end of disaster.
