The paper begins with a thorough review of previous studies; this literature review confirms that the research perspectives on the year-three reforms have broadened since the 1980s. At that time, social and regional histories became mainstream. Furthermore, this paper argues that it is necessary to conduct a political reexamination of the year-three reforms while using the results of previous research. Accordingly, this paper verifies that another plan existed in the civil administration at the beginning of the year-three reforms in addition to the plan created by Tokutomi Kazutaka and Takezaki Ritsujiro who are already well known in part for having actually executed the plan and analyzing the newly released Doukeke Monjo. This is the first paper to clarify that Kinoshita Sukeyuki drafted the other plan and that Tokutomi and Takezaki's plan was chosen as a result of a policy competition that included both the plans.
