They aim to express art and culture in various forms with a prominent characteristic that they try to involve local citizens It is pointed out that they have a variety of influences over local communities, and there are many studies arguing that they contribute to the facilitation of community development and the formation of social capital. The problem is what role the aspect as an art play in the contribution or influence. This research examined the influence of an art project over the generation of collaboration and signification that cultural value of art produces and the role of mediation which art is supposed to play, the research gained the understanding that an art project through such workings has the possibility of facilitating local people's participation in the project and collaboration among those involved towards their shared purpose. The research, furthermore, reached the interpretation that such a collaboration produced by an art project may lead to the formation of social capital because a collaboration is supposed to generate interactions among people which are an essential basis for the formation of social capital. This interpretation generated the further question of what the interactions are like.
