Since the Ministry of Agriculture, Forestry and Fisheries (MAFF) conducted its first nationwide survey of rural communities in 2006, the idea of SC has been increasingly utilized in the formation and assessment of government policies. However, all previous SC-related surveys have been single, uncoordinated and static surveys. In 2016 an SC survey was conducted in the same rural communities using the same methods. This survey collected cohort data that facilitated analyses of the SC-related changes that took place over a ten-year period as well as of the government policy intervention that was conducted during that period. The results of those analyses indicated a long-term downward trend in SC, and that initiatives such as land improvement projects had contributed to the improvement of SC. The present study was an analysis of SC and the effectiveness of intervention in the form of all types of government agricultural policies in order to elucidate the relative effectiveness of government policies such as direct payments to small-scale communities, irrigation and drainage, and agricultural farmland development projects in improving the SC of agricultural communities. The analysis indicated that they had little effect on improving SC in large-scale communities.
