This code was enforced as part of the Houreki Reforms, made in the Houreki era of the Edo period. One of purpose of the penal reform was to abolish the punishment of deportation and introducing the penal servitude system. The clause 'Takoku-Uronmono' of 'Keiho-Sosho' is adapted to criminal called 'Taryo-mono' who did not registered under the Kumamoto Domain. I will make clear the structure of crime and punishment in applying this clause.
