| 内容記述 | This study considers the notion of regulatory policy management in theory and practice.In the viewpoint of comparative institutional analysis between UK and Japan, this study also considers the strategy to build the policy management system in Japan. The notion of regulatory policy management is defined as “the process which regulatory institutions are made, implemented, evaluated and arranged to achieve the goal of regulatory policy".In practice，this study compares the regulatory reform processes of telecommunication industry of UK and Japan.Regulatory reform process in UK is said as the process that achieved the "effective competition".But Japanese regulatory process is said as the "confused process". This study considers the difference of regulatory reform between UK and Japan.Six institutional factors that affect the regulatory reform are pointed out, which are 1)institutional context of regulatory agencies, 2)decision making system in regulatory agencies, 3)relationship between regulatory agencies and other agencies, 4)regulatory law, 5)participation of social actors, and 6)policymaking system. The result of this study shows that Japanese political-administrative system should be changed with the efforts of recent regulatory reform． |
