| 内容記述 | 少子高齢化や経済のグローバル化の進展など、社会経済情勢が変化する中で、生活保護受給者数は増加を続けており、国では生活保護受給者の自立・就労支援の一層の取り組み強化が図られている。このような中、熊本市においても生活保護受給者への就労支援を強化しているが、支援内容がハローワークとの連携、就労支援員の活用など画一的なものにとどまっており、その効果があまり見られない状況にある。本論文では、ケースワーカーへの意識調査や、就労支援に独自に取り組むNPO法人へのヒアリング調査などから見えてきた現状と課題を踏まえ、生活保護、特に就労支援の取組みとして、「包括的かつ組織横断的な伴走型支援モデル」の構築を提言するものである。「自立」と「共生」の理念の元、このモデルを機能させることにより、若年期から壮年期まで、人生の各段階に応じた支援が包括的にできるとともに、長期的・世代横断的な支援を検討することができるであろう。 | |||||

| 内容記述 | In the midst of a changing social and economic environment, along with a decreasing birthrate and aging population as well as economic globalization, the number of welfare public assistance recipients has been increasing. Therefore, in Japan, many initiatives have been put into practice to further strengthen and promote the independence and employment supports for these aided persons. Under these circumstances, the City of Kumamoto has also been promoting employment supports such as collaboration with 'Hello Work', job-placement/employment offices as well as increasing services provided by professional employment assistance staff. However, such standard services and supports are limited and not comprehensive enough to produce noticeably successful results. In this paper, we propose to build a 'comprehensive and cross-organizational escorting support model' in such initiatives as welfare public assistance - specifically employment supports - based on the current situation and issues that have been found from awareness surveys of caseworkers and interviews of NPOs engaged in their own respective employment supports. By introducing this new escorting support model within a philosophy of 'self-reliance' and 'coexistence' it will be possible for municipal governments to provide citizens with comprehensive supports depending on each of their life stages as well as long-term, consistent and cross-generational supports. | |||||
