| 内容記述 | The aim of this paper is to clarify the needs and merits of a stage of discussion between national government and local government as a political system which is possible to reflect the local governments' will to the national administration. The main theme of study of local governments' participation in the process of national government's political decision, which started from the latter half of the 1970's, were its theoretical basis, needs and meaning. In 2011, the law on the stage of discussion between national government and local government was enacted and the stage of discussion was established. This paper states the relationship between the study of local governments' participation in the process of national government's political decision and the stage of discussion, and the needs of the stage according to the process of enactment of the law. And I examine the effect of the stage of discussion and its influence of the law on it in this paper. | |||||
