| 内容記述 | The aim of this paper is to clarify how the coordination system between the national government and the local governments has been established and grown from the discussion on local governments' participation about national affairs that began in the latter half of the 1970's to the institutionalization of today's "The stage of discussions between the national government and the local gavernments "This is the basic research to make clear the political process of Japanese coordination system. One of the coordination systems "Submitting Written Opinion System", was once denied, but it was established in 1993. It was based on the permanent desires and enthusiasm of the local governments, the trends of administrative reform and political reform joined to the decentralization reform, and the collaborative political process of various actors. | |||||
