| 内容記述 | The purpose of this paper is to identify the responsibilities that arise in the act of expressing the governor's opinion of river infrastructure development project and the actions of the responsibilities associated with this act. Through the case study, the conclusion was drawn that since the governor has different discretionary powers for each responsibility, he will act according to the responsibility that has the least discretionary scope among his responsibilities. |
