To take public health and social measures to prevent the spread of COVID-19, we need to grasp daily infection status as well as the domestic expansion of infection. Considering that “the case number of infections” strongly reflects the population gaps living in a territory in Japan, an effective scaling is required for geographic comparison. “The scaled case number of infections by the population” is sometimes used for geographic comparison at a prefectural level in Japan. However, we showed that it persisted to be strongly co-related to “the population by prefecture” through the first to fifth waves of infections, indicating that it is dependent on the population gaps. The effective reproductive number (Rt) is the mean number of additional infections caused by an initial infection at a specific time, t. We investigated whether the power of Rt was free from the population gaps and revealed that the correlation coefficients between “the scaled case number of infections by the population to the power of Rt (^Rt)” and “the population by prefecture” were low among the second, the fourth, and the fifth waves of infections. The inverse correlation between “the scaled case number of infections by the population^Rt” and “the rate of aging” were moderate, supporting the hypothesis that the non-elderly population contributed to the spread of infections. These tendencies were verified by the geographic comparison among Japanese cities designated by ordinance.
