| 内容記述 | 2009年に世界を席巻し、わが国にも大きな恐怖をもたらした新型インフルエンザ対策を事例に、感染症の危機にかかる政治・行政の対応や政策的課題について分析を行う。地球上の移動時間が短縮され、人々の国際的移動が頻繁になった現在、致死性の高い感染症をいち早く発見し蔓延を食い止めることは国家存亡にかかる国際的な関心事である。2009年はWHO、各国政府、地方自治体、医療機関等の新型インフルエンザ対策計画が、当初予定していた高病原性の鳥インフルエンザではなく致死率の低い豚インフルエンザが発生したにもかかわらず最大級の防衛措置を発動したことにより、大きな社会的混乱、医療資源の不足、国民の不安を煽ることとなった。過去に感染症に対応した海外の政策事例も踏まえ、政治・行政の決定や対応の困難さと、マスメディアが果たした役割の功罪などについて考察する。 | |||||

| 内容記述 | To prevent influenza epidemic, international efforts have been made and various domestic systems have been established around the world. However, although decrease has been seen, virus transmission has rather globally accelerated, in large part due to an increase in the number of itinerant people. In order to utilize knowledge gained from medical and pharmaceutical studies to defend the society and benefit human beings, technologies for development of new medicines and treatment techniques and studies into infection prevention systems of basic technologies have been merged as in an integrated system. To apply such technologies in the real world, effective policies need to be developed. However, the implementation is affected by the political process, which is formed by opinions of experts and the heavy influence from mass media and influences politics in its turn, creating an intertwined relationship in the cyclic processes of policy-making, policy implementation, and policy evaluation. | |||||

| 内容記述 | How can the society respond to threats from unknown infectious diseases such as the new, more virulent types of influenzaor to other situations beyond our anticipation? Is it possible to make better policy judgments by utilizing expert knowledge and a wisdom that prevents public opinion and sentiments from running wild? Like other natural disasters, epidemics require serious attention and preparation. Alter all, when surrounded by media coverages that can easily become frenzy but cooled down just as easily, and overwhelmed by various subjects both jocular and cruel, can citizens act in a socially appropriate manner? I would like to reflect upon the chaos caused by the H1N1 influenza from the perspective of the social sciences and consider the relationship between scientific technology and society. How to develop policies for preventing infectious diseases such as the new influenza, which have great risk of causing tremendous damage is an extremely intriguing topic. | |||||
