| 内容記述 | 平成23年3月11日に発生した東日本大震災では、大津波によって沿海部は大きな被害を受けた。震災時の被害を少なくするためには、自主防災組織の強化対策、避難対策促進ガイドラインや洪水・津波・高潮・火山・土砂災害等のハザードマップの作成、自主防災組織の充実強化を通じた地域防災力の向上、避難訓練の実施等を進め、自然災害からの避難・減災対策を推進する必要がある。そこで本チームはこれらの目的を達成するために、防災コミュニティポイントカードの作成（ステップ1）、自治体職員の活用（ステップ2）、地域提案型のマップ作成（ステップ3）による地域コミュニティの能力向上を提案する。またこれらの提案を実現するためには、「行政にできること」、「地区住民にできること」をそれぞれに責任をもち、協働の観点から地区住民の生活や公共空間、環境の質を高めるために相互理解を深めることが不可欠であると考える。 | |||||

| 内容記述 | A huge earthquake hit Tohoku areas of Japan on 11th March, 2011. The coastal areas suffered from significant damages caused by tsunami. We want to reduce the size of damages caused by any kinds of natural disasters as much as possible when it happens. In this regard, we propose the set of ideas to reinforce disaster management systems among community members. There are three stpes in our proposal; creating a disaster management community membership card as the first step, allocating local government staff members to communities for the disaster management as the second step, and implementing activities in which community members creat their own evacuation map as the third step. By completing these step, the community capacity for disaster management would be improved. To achieve these steps, however, a local govermemt and community members should realize what they can and should do for their own responsibilities. It is also necessary for each, from the viewpoint of collaboration, to keep quality of local residents' life, public space and environment in mind. | |||||
