| 内容記述 | わが国における障がい者数は今後も増加傾向にある中で、昨今障害者権利条約の批准、障害者基本法の改正、障害者差別解消法の制定など各種法整備が進んでいる。本稿では、障がい者に対する理解や社会的障壁の除去が進展することによって期待される障がい者の社会参加について、当事者の意識の面からの考察を行った。個々の障がい者は、社会の様々な場面への参加意向はあるのか、さらには社会関係資本を増加していくことや自らの生にポジティブであるのかなどの点から見ると、すでに当事者間で大きな差が存在しており、法制度の整備やサービス給付だけで直ちにこの差は埋まらず、今後意識面での格差が広がっていくことも懸念されるのではないかということを指摘した。 | |||||

| 内容記述 | Following the increase in the number of disabled persons in Japan, legislative and procedural changes have been made, including the ratification of the Convention on the Rights of Persons with Disabilities, the amendment to the Fundamental Law of Persons with Disabilities, and the enactment of the Anti-Disability Discrimination Law. This study considers the social participation of disabled persons from the standpoint of consciousness, which is expected to proceed via the progress of citizen's understanding of disabled persons and the removal of social barriers. This study goes on to show that there already exist significant gaps amongst disabled persons in terms of their interests for participating in various sectors and poses the question as to whether these are indeed a positive means for increasing their own social capital or for their own life. The study also claims that these gaps cannot be covered immediately solely by new legislative and procedural changes or benefits. | |||||
