| 内容記述 | 1970年代以降、全国各地で社会資本整備をめぐる対立が数多く見られ、市民のニーズや利害を調整するための社会的な合意形成の必要性が高まっている。では、その過程で生じる行政と市民（住民）や利害関係者の間で生じる対立をいかにして調整すればよいのか。近年、多様な利害関係者間の合意形成を図る手法として第三者を関与させる手法が注目を集めている。本稿では、米国オレゴン州で実践されている公共政策策定において第三者機関を活用した協働型政策形成の事例紹介を行っている。 | |||||

| 内容記述 | In Japan, there is a need to mediate conflicting interests and build consensus for sustainable planning because of the increased number of public dispute such as over social infrastructure development, especially since 1970s. Moreover, the development benefit can't be expected to have any more growth than the way it did before in the depopulating society, so conflicts of diverse interests for development benefits may be increasingly competitive. So how we can reconcile conflicting interests that can emerge in the process of planning or policy making? Although recently in Japan, a variety of practices for consensus building among interested groups is gradually recognized, there are a few researches focusing on a practical approach for consensus building through collaborative way. In this paper, I would like to show the case study of collaborative policy making in the U.S. using the neutral third party who helps parties to mediate their interests and build consensus. | |||||
